Legal responsibility for interpreting the law

Interpretation of law is a professional intellectual activity regulated by various normative systems. These regulations result in combination of responsibility and even sanction systems for mistakes in law interpretation. The structure of them has not been yet adequately studied and described. These complex structures are determined by the difference between interpretation of law directly connected with real implementation of law and other interpretation usually called doctrinal one. There is an important internal tension inside legal responsibility for the interpretation of law. Any interpretation is an intellectual activity requiring a high degree of freedom, but interpretation of law is very often connected with exercise of public power requiring in a state governed by the rule of law legal regulation and responsibility for any breach of it. It is an open question if there is a branch oflaw called law of interpretation, but the existence of legal regulation of interpretation of law is proved. The responsibility for breaches of this part of law differs considerably from other kinds of legal responsibility. Maybe that the main reason for these differences is that „law of interpretation“ is an example of circularity in law and of secondary rules.
